Mr. Eisinger joined STI in 1995 and is Senior Manager of Transportation Policy and Planning.He has over 18 years of experience in the public and private sectors.Since 1997, Mr. Eisinger has also served as the Program Manager for the U.C. Davis/Caltrans Air Quality Project.Through U.C. Davis, Mr. Eisinger provides policy and technical research on air issues important to transportation agencies.During 1999 and 2000, Mr. Eisinger managed several motor vehicle inspection and maintenance (I/M) studies for the California Bureau of Automotive Repair (BAR).Mr. Eisinger oversaw creation of software tools to evaluate and improve the performance of the California I/M program.With BAR staff, he wrote reports documenting the size of the motor vehicle fleet, vehicle emissions observed during random roadside surveys, remote sensing device implementation issues, and motorist non-compliance with I/M.
From 1991 through 1995, Mr. Eisinger was the Mobile Sources Section Chief for the U.S. Environmental Protection Agency (EPA), Region 9, San Francisco.He was involved with transportation conformity, alternative fuels use, emerging technologies, transportation planning, and I/M.Mr. Eisinger managed the EPA team responsible for implementing I/M improvements in California.He successfully led I/M negotiations to resolve technical concerns among EPA, the California Governor's office, the California state legislature, BAR, and the California Air Resources Board.
From 1986 to 1991 he managed the policy and planning group at Systems Applications International (SAI).While at SAI, he authored national guidance on transportation control measures, published peer-reviewed articles on radon risk assessment, and negotiated solutions to environmental problems.
Mr. Eisinger's outreach experience includes helping to create the Internet-based Smart Travel Resource Center (STRC) for EPA's Office of Mobile Sources; implementing a program to inform the general public and business, legislative, and environmental groups about I/M; and responding to press inquiries.He managed submittal of EPA's employer-based trip reduction program to the Bay Area Air Quality Management District, and oversaw its implementation at EPA.
Since 1998, Mr. Eisinger has annually taught "Air Quality Management: Policy and Practice" at the University of Hawaii.The three-credit semester-long course is a degree requirement for undergraduates majoring in Environmental Studies.In 1999, Mr. Eisinger taught the three-credit undergraduate "Transportation Policy" course at U.C. Davis.
Mr. Eisinger is an active community volunteer; he has been a docent for the John Muir National Historic Site and is past chairman of the Ross Valley Community for Schools, a $200,000 per year non-profit foundation that raises money for public elementary schools.
