Eisenstat and others acknowledge a dramatic turnaround in the finances and management at the 37-year-old Mountain View hospital, which regained status as a public hospital in 1997.The previous four years were troubling for El Camino, which struggled under a failed integrated delivery system.

Usually it only takes a phone call from me to solve the problem , he said.

Twin Falls Clinic and Hospital has dealt with the issue by imposing fines against physicians who continue their outbursts even after warnings.
