   Nesmith is one of the lucky ones in the state's foster-care system, according to Lisa Eisenbud, director of the Garden State Coalition for Youth and Family Concerns.

   The coalition's recently completed study, "Bridges To Independence," examines the connection between foster care and youth homelessness. It shows that 18-year-olds leave DYFS care unaware of the services available to them or unable to access those services.

   The problem, Eisenbud said, is that DYFS is focused primarily on toddlers and infants.
   
   "Teenagers sent out on their own for the first time are just as vulnerable," she said. "Lots of kids have exceptional survival skills, but we're really failing to give them just the basic tools."

   DYFS' reaction to the study has been encouraging, Eisenbud said.
   
   "They have worked very collegially with us," she said.
