"The flexibility of PeopleSoft's business rules has allowed us to do the business we need to do, in the manner we wish to do it, without altering the system," says Bob Einhorn, director of information services at College of Lake County.
Even measuring academic success requires more flexibility in a community college. While four-year institutions can point to graduation rates, such a standard does not apply to community colleges, many of whose students seek professional enrichment. PeopleSoft helps here as well. Before implementing PeopleSoft, College of the Lakes tracked students enrolled in certification programs by manually reviewing academic records and comparing them against the standards set for that program. For non-structured students, the college could only identify a small cohort of students and track them with surveys. Now PeopleSoft automatically informs the college when students have completed their requirements and are ready to receive their certificate.

Einhorn adds, "We're starting to use PeopleSoft to capture students' intentions as they enter the institution. If they're not pursuing a standard course of study, we let them create their own and PeopleSoft will track their progress."
Reducing Costs While Improving Services
Because a large percentage of a community college's budget comes from state, local, or federal government, community colleges face pressure to control costs. "About 60 percent of our funding comes from taxes-federal, state, or local," says Einhorn. "We need to make sure we're as efficient as possible with the taxpayers' money. One of the ways PeopleSoft enables us to accomplish that is by decentralizing our operations. When creating a purchase requisition, for example, a department used to have to write the requisition on paper and send it through interoffice mail. Then someone in another department would enter the information into the system and send back a confirmation. Now, each department can enter their requisitions directly into the system, then go into the system themselves to make sure that the requisition has been turned into a purchase order, and that the item has been received." -
