Pat Einfalt, a consultant with PAT, Inc., conducted the study.Einfalt, a former deputy superintendent from Palo Alto, said that she and Pat Souza (a former superintendent in the Oakgrove School District in San Jose), who together comprise PAT, Inc., used the initial feasibility study that was facilitated by School Services of California last spring.

Einfalt said she conducted extensive interviews before making her recommendations."Everyone was to have a position in the combined district, so we looked at everyone's skills, experience and credentials," said Einfalt."We also interviewed all the principals.It was a challenge because we had people who had been working at the districts for a few months and others who had been there for many, many years.Our job was to assess what the critical positions were in the districts and advise how they should be filled," she said.New jobs were also created, Einfalt said, to address the duplication of some existing positions and the need to split others.According to Einfalt, the administration is not bloated as a result of the merge."They definitely do not have too many people," she said."We looked at other school districts to compare this to, and our findings show that they're not top-heavy.I know that seems strange to the community, but they're actually in a good place because this process takes more people than many think."Einfalt added that the positions in the new administration are not designed to be temporary but said, "An organization ultimately changes over time, so there are bound to be some adjustments.You have two superintendents coming together so that isn't easy."
