Mr. Egan said for consistency he wants to state the same point he made last time. He does not believe this is a good precedent. There are 6 of us present; if 6 of us can reach an agreement, then he believes we should go forward with the town's business. If we have decisions in the future that are particularly important to one individual, and we are asked to vote on it, and that individual says could you please not vote on it until I'm present, that is a bad precedent. He asked if we could do it at the retreat.
    ...

    ...
Mr. Egan said he would like to see any and all possible sites listed here, and if you come back and say there are none, then it becomes the business of the Council to figure out how we are going to do a long range plan for this problem.
    ...
Mr. Egan said even if it is done on a confidential basis. As a new person he would like to see that list. He feels we need to redouble our efforts as the situation becomes more dire. He doesn't think this plan will bear the fruit we want it to if it doesn't include the location of possible sites and/or that there are no sites.

    ...
Mr. Egan said one gentleman spoke up referring to a home at 150 County Road where they had a number of problems from the septic system sitting out front with the dirt having been moved from the back to the front of the property, creating a lake and seepage into neighbor's basements and there were also drains in the immediate vicinity that had never worked properly. Mr. Egan asked if Mr. Stanford was aware of that.
    ...
Mr. Egan said he understood previous efforts to mitigate this situation was the drafting of the floor plan, amplifiers and speakers. He doesn't see that included here. Is that still in place?

    ...
Mr. Egan said is not a better solution the curfew so at least people know when the noise is going to stop?
    ...
Mr. Egan said we are looking at a situation that can exist for years into the future, and utilization of a building that we do not necessarily want to deny to any group in town. At the same time it's uniquely situated, and for the town to put certain constraints on it, he doesn't see anything subjective about the measurement of noise.
    ...
Mr. Egan asked in the interim that the police officer assigned enforce the floor plan.
    ...
Mr. Egan said there is a lot of talk about the community center, its progress, the organizations that have offered to put money up, but there doesn't seem to be any formal organization. He asked when does this become a formalized effort?
    ...
Mr. Egan said the reason he used the word formal is because it will be a community center and people are interested in having input in the process. Without a contact person and public hearings, people will not be able to have that input.

Mr. Egan acknowledged several inquiries he received today.
    ...
Mr. Danielson referred to the article that Mr. Egan quoted.
    ...
Mr. Egan said that he understands and has complete faith in our road program. He simply cited that article as an example of why people get frustrated.
    ...
Mr. Danielson said that we have to deal with the communication issue Mr. Egan brought up.
    ...
Mr. Egan said that after the April 9th meeting he went home thinking this was a no-brainer.
    ...
Mr. Egan asked if this sweeper is an essential part of doing a road correctly.
    ...
Mr. Egan pointed out that he was the first member to call this a no-brainer. That was based on the discussion we had on April 9. Anytime something like this comes before the Council he expects both options, if there are two options, to be presented.
    ...
    Mr. Egan seconded the motion.
    ...
Mr. Egan said that he was at the Planning Board meeting the night the conceptual plan was presented. The concept is certainly a valid one and in keeping with what we are trying to do in that area, eliminating curb cuts. Now, for the first time he has heard mention of two or three different businesses going south next to the DWAH facility. He is concerned about whether we accomplish anything in the end.
    ...
    Mr. Egan seconded the motion.
    ...
Mr. Egan said that he has reservations about whether dances are a proper use of the building. Perhaps we can revisit that at some point in the future. If there is an alternative, we certainly need to investigate it versus spending money for a homemade drape or anything else that might be more expensive and that we won't be sure whether it will solve the problem until we buy it. He suggested looking into the alternatives.
    ...
Mr. Searing agreed with Mr. Egan.

    ...
Mr. Egan said that the mounds are almost identical.
    ...
Mr. Egan pointed out that at 9:30 p.m. we had an opportunity to end at 10:00 p.m. and now it is 11:20 p.m. He understands that the agenda was chock full, but the Planning Board does a fair volume of business and strictly adheres to no new business after 10:00 p.m. He hopes we are not setting a precedent with this meeting for running way beyond our allotted time.
    ...
Mr. Egan said that he is talking more about the precedent and if the problem is the agenda, perhaps it is a management question. He is not in favor of cutting off discussion.
