    This young man was Charles Peter Edwards who had started with the Marconi Company when they built a demonstration wireless station at Chester, not far from Dodleston in Wales where he was born.Entering the service of the Department of Marine and Fisheries, C. P. Edwards was appointed Superintendent of Wireless Stations in 1909.From that time on he played an increasingly important role in the development of radio in this country, representing Canada at practically all the international radio conferences from 1912, including the 1929 Conference on the Safety of Life at Sea.In 1910 he transferred to the Naval Service with the Wireless Telegraphy Branch and held naval rank during the first world war.In 1936 when the Department of Transport was formed, telecommunications became the responsibility of Air Services, whose first chief was Lieutenant Commander C. P. Edwards.In 1941 he became Deputy Minister of the Department of Transport until 1948 when, on the establishment of a separate deputy minister for air, he was appointed to that office.Today, a Coast Guard vessel on the Parry Sound and Georgian Bay station is named after him.

    Edwards, in charge of maintenance of the 800 miles of state roads within Orange County, said Monday that he wasn't sure exactly which day the department got to King Street.

    Hillsborough crews started plowing town-maintained streets at 1 a.m. Thursday and worked their way from north to south.As they came through downtown Thursday, they did make one plowing pass along King Street, said Public Works Director/Assistant Town Manager Demetric Potts.

    The town crews then continued southward and hit nearly all town streets by early afternoon.They made additional plowing passes on many of the town-maintained streets over the next couple of days.Potts said Tuesday that he wasn't sure if the town made an additional pass on King Street at any point after Thursday.

    Statewide, the DOT has two basic phases in its formal plans for dealing with snow and ice, Edwards said.

    The first phase includes interstates and highly traveled, "arterial-type" roads such as Churton Street, and the second phase essentially covers everything else, he said.In Orange County, King Street is part of the second phase.

    "Phase one and phase two are going on simultaneously, but obviously phase two goes more slowly until we can put the phase-one resources onto phase two," Edwards said.

    "A snowstorm is going to cause problems," he said."I think the majority of the public understands that.We understand that it's very serious."

    Edwards said Potts and he did talk recently about looking for ways to better coordinate their street-clearing efforts and other work.

    "One of our goals is to work with the town to see what their needs are and whether we can coordinate better on meeting those needs," Edwards said."We both have a role to play."

    Potts said he was open to that discussion.He said Edwards had told him there were several possibilities he wanted to look at, but that Edwards didn't mention King Street specifically.

    "As far as DOT is concerned, this is a repetitive problem obviously," said district engineer Chuck Edwards."We have gone there and talked to him a number of times… He has moved vehicles from our right of way upon our request, but obviously it appears to be a recurring problem."

    The county planning board on Wednesday unanimously approved recommended changes to the violation section of the county's zoning ordinance and subdivision regulations.The staff wants to increase the fine for violators from $50 a day to $100 a day.

    County Attorney Geof Gledhill said the staff also has been working on a comprehensive plan to address junk-car violators.
