The lawsuit seeks to block enforcement of new regulations, Edelstein said.

"She (Davy) is trying to treat school district employees as state employees, and they are not. There is a strong home rule tradition in this state," he said. The lawsuit seeks to block enforcement of new regulations, Edelstein said.
