    The $1 million budgeted for the railway beautification won't be spent until after the study is complete in July or August, said Angie Dye, public information officer for the Department of Metropolitan Development.

    Among other things, the study by consultant R.L. Banks & Associates of Washington, D.C., will look at possible removal of the approximately two-mile-long rail line used by CSX railroad that parallels Delaware Street next to Eli Lilly and Co.'s corporate campus.The line, built atop a high earthen embankment, cuts off Lilly's corporate campus to the east from the buildings the drugmaker has been expanding into on the west side of the rail line.

    The dye is a biodegradable solvent that reduces the algae content in the water to help it achieve Colts blue, said Angie Dye, a spokeswoman for the Indianapolis Department of Metropolitan Development.

    The dye cost $600 and will last about two days.Dye said that if the Colts advance in the playoffs, officials will consider dyeing the canal again.

    "We didn't anticipate that it would take this long to make a good decision," Dye said."We continue to review and analyze and score the proposals."

    They have invited public input on the city's Web site, www.indygov.org.They also have hired a consultant to analyze the submitted proposals and to review the financial ability of each developer to carry out their plans, Dye said.

    Developers, meanwhile, have submitted additional information, such as 10-year projections on retail profits and rents.
