You know in a rural parish like ours, it's virtually impossible," Avoyelles Parish Assessor Emeric Dupuy said.
He has eight employees to look at about 40,000 parcels.
"We just go off the (real estate) sales," Dupuy said.No one is going to pay more than something is worth, and someone is not going to sell something for less than it's worth."
He acknowledged, however, that some adjustment has to be made occasionally for such things as one family member selling to another at below market cost.

Responding to allegations that elected assessors play favoritism with friends and supporters, making reassessment "a joke," Dupuy said, "I'm just newly elected.That's one reason I ran.I want things to be fair."
He added, "I don't like to pay taxes."
But the previous assessor had valued Dupuy's property so low that his annual tax bill was only $13, Dupuy said."The first property I reassessed was my own," he said.
