Michael Dunning, the department's quality assurance supervisor, in collaboration with the city developed a Quality Control Program for asphalt pavements, which was adopted by the Regional Transportation Commission of Southern Nevada.

"Under this new process, a contractor's/developer's quality control activities must be conducted before the project's release of bonds can be done," said Dunning.

"Since we have implemented this process, we have witnessed a decrease in the fee assessments, which means we are getting an increase in the quality of pavement being placed in Clark County," said Dunning.
