With extensive international experience in evaluation and capacity building to support programme evaluation, public sector audit and internal financial control, Colm is currently Team Leader on the Phare Interim Evaluation Project (Romania) contracted to LRDP KANTOR Ltd.In addition, he designs and delivers customized training interventions and also drafts guidance manuals to support public sector modernization, evaluation and audit.Colm is a Fellow of the Institute of Chartered Accountants in Ireland and holds a Postgraduate Diploma in the Management and Applications of Information Technology in Accounting.
