Chris Dunne, head of Langdon Park Community School in London, said his school already had policies for dealing with bystanders.

"The issue of the ‘bystanders' is very pertinent. Our policy emphasises the need for students to be alert on behalf of others, to report bullying themselves if they don't think the victim is going to do it or is scared to do so," he said.

"It's all part of community thinking, where we all take responsibility for keeping the school safe."
