04/27/04 COMMISSIONER JOHN DUNN BECOMES CERTIFIED AS COUNTY OFFICIAL
(Lawrenceville, Ga., - The Association County Commissioners of Georgia (ACCG) presented Gwinnett County District 3 Commissioner John Dunn with a certificate of recognition as a Certified County Commissioner today during the association's annual meeting in Savannah. Dunn completed 48 units of instruction from the University of Georgia's Carl Vinson Institute of Government to become a certified county official.
Dunn completed the five required courses: Achieving Excellence in Local Government, County Government Law/Personal Liability, Economic Development, Financial Management I and Personnel/Human Resources, in addition to three elective courses.
ACCG and the University of Georgia's Carl Vinson Institute of Government sponsor the County Commissioners Training Program. The program offers an opportunity for county commissioners to enhance their skills, learn new techniques, and exchange ideas with fellow commissioners throughout the state. Courses are offered in conjunction with ACCG statewide meetings or at other times during the year, and certification is awarded to those who complete a total of 48 units of instruction.

(Lawrenceville) "Even though we conducted public hearings prior to enacting our non-smoking ordinance, and even though there was a good deal of publicity in the media prior to the ordinances enactment, it has only become evident, since the ordinance was implemented, that there are genuine problems with it that need to be addressed", stated Gwinnett County Commissioner John Dunn.
"I've received phone calls, letters and emails. I've had meetings and conversations with both sides. I've been given volumes of information, pro and con. I've had lawyers argue constitutional protections and business owners ask for equal treatment. The American Cancer Society and the Gwinnett Anti-Smoking Alliance have weighed in. All sides have points of view that must be considered and evaluated", continued Dunn. "It is apparent that the deficiencies in the ordinance must be addressed and corrected, not only to achieve its intended goal of reducing second-hand smoke exposure in Gwinnett but to guarantee equal protection of the law to business owners and reduce the possibility of successful a constitutional challenge that would overturn the ordinance."
"I will recommend to my fellow commissioners that we appoint an ad hoc committee to evaluate the positions of all who want to be heard and make recommendations to this board on the best way to repair the deficiencies in the ordinance", added Dunn.

John Dunn was sworn in as Gwinnett's Third District Commissioner in January of 2001. He is a public servant, businessman, veteran, and more importantly - father and husband. He has resided in Georgia since age 7.
Political Experience
John ran for public office in 1996 for the Georgia House of Representatives. During that campaign, he came to realize that the issues that he had the most passion for were local issues.
After that race he became active in the Gwinnett Republican establishment, both as member of the Gwinnett Republican Party and the Gwinnett Young Republicans. John served as Chairman of the Gwinnett Young Republicans in 1997. Under his leadership membership grew 900%. He also was elected to the Gwinnett GOP executive committee as Second-Vice Chairman, then Vice Chairman. As Vice-Chairman, John expanded the Party's grassroots efforts by bringing the Party itself to the people by establishing dinner meetings closer to where they lived. This effort was hugely successful in expanding Party membership.
John has worked on the various campaigns of many federal, state, and local candidates.
Still active in Republican organizations, John is a founding member of the Republican Organization of County Commissioners and serves as its Chairman.
Business Experience
A businessman, John is the president of Dingo's PDR, Inc., a start-up company providing paintless dent repair to the automotive industry, He recently opened his first retail shop near Snellville. He has worked in the Atlanta automotive market for 18 years.
Military Career
John served 20 years in the Coast Guard Reserve with a number of years on active duty during that period. As a radioman, John served aboard the Coast Guard Cutters Mellon and Glacier. While on the Mellon, John served as a boarding team member for such missions as drug interdiction and fisheries enforcement. The Mellon was also an active player in the Cold War. While on the Glacier, John deployed to Antarctica in support of Operation Deep Freeze 86'. It was that trip where John learned the value of protecting our world's environment. As an active drilling reservist, John served at Coast Guard Group Charleston, SC, working search and rescue until his transfer to Port Security Unit 307, in St. Petersburg, Fl in 1999.
At PSU 307, John was assigned to be the Chief of the unit's Communications Division. The PSU was not commissioned when John arrived, and his task was to stand up the communications division, acquire all necessary equipment, find and train staff, and establish communications standard procedures for the PSU. His final Standard Operating Procedures for PSU 307's Communications Division was adopted throughout the Coast Guard.
Through John's diligence, PSU 307 was ready for the events of September 11th, 2001, and was activated in response to the tragedy. John, by then a sitting Commissioner, left his family to fill the breach created by the attacks of that day. Because of his efforts in regard to PSU 307's readiness, John received the Coast Guard Achievement Medal (with operational distinction), the Coast Guard's highest administrative award. John retired from the Coast Guard Reserve a Chief Petty Officer in April of 2002, but remains subject to call up until he turns 60.
Serving You
As County Commissioner, John has been a tireless advocate for the citizens of District 3. When John ran for office in 2000, a common theme among district residents was that its tax dollars seemed to flow to other parts of the county. Since taking office, John has worked feverishly to change that perception.

John has actively fought for his constituency when it comes to park amenities. The new Mountain Park Aquatics Center has, in addition to the outdoor beach and indoor competition pool, an instructional pool for seniors and families with children, was added at John's request. John is proud of his roll in programming Bay Creek Park, Gwinnett's newest regional park. Bay Creek's centerpiece is a special needs ball field, as well as Unity Place, a public/private venture to provide a playground for disabled children and their able bodied children.
Revitalization
John, a resident of Mountain Park, also heard numerous concerns about empty shopping centers. John has been proactive in the effort to fill up the big boxes, and prevent future abandonment of existing ones. John made it known to WalMart at Stone Mountain Festival that they had nowhere else to go and that they should stay put and expand on site. In doing so, John helped guide the management team of the Festival through the variance process, making it attracitve for WalMart to stay.
WalMart was looking to relocate at the current location of the Deshong Crossing park site. The purchase of that site not only eliminated that option for WalMart, but also Publix, another company interested in locating at the corner of Annistown Rd. and North Deshong Rd.
This led to the redevelopment of Killian Hill Center, at the corner of Killian Hill Rd. and US 78. Regency Centers, the owner/redeveloper of the center, approched John about Gwinnett County's site upgrade requirements which would have run the cost of the project up by $200,000. John tasked the county staff to find a way to make the project work, as it was his view that the needs of the community to be rid of a darkened center outweighed the requirements of bureaucracy. In the end, the center was razed and rebuilt.
Yet another redevelopment is that of Rockbridge Village, in Mountain Park. The center had been an eyesore for decades. John worked with Maxwell Properties, guiding them through the planning and variance process. Soon, a 50,000 square foot Kroger will stand in place of an empty Blight on the community..
Land Use
Land use decisons in general, have always been difficult in Gwinnett. John has practiced a policy of balanced growth, one attuned to the needs of the homeowner, but respectful to the rights of the property owners. The development community has come to know John as someone who will give them a fair hearing, but not necessarily an approval.
Land use is not all the Board of Commissioners does, as some believe. John understands that growth is a concern, but it is also an integral part of our economy. John seeks every opportunity to control growth, but will not do it at the expense of your neighbor's job. Our economy is strong, and its 3.2% unemployment rate reflects that.
Taxes
A conservative Republican, John understands the demand for lower taxes while providing the services that the community desires. John voted for Gwinnett's 2004 balanced budget of $1.4 Billion. That included the 6th millage rate reduction since 1996, total of 3.45 mills.
Public Safety
John believes, however, that if government never buys another acre of greenspace, revitalizes another area, or paves another street, it won't matter if the people don't feel safe in their homes. To that end, John has worked tirelessly to ensure that our public safety employees receive a paycheck commensurate with that of their peers around the Metro region. That also applies to pensions. John knows from his experience in the military that certain jobs like a firefighter can beat a body down and shorten a career compared to other professions. John fought for and got better pensions for public safety in Gwinnett County -- and they appreciate it. John has supported the building of new police precincts and fire stations throughout the county, including the new Bay Creek Precinct, serving the Grayson/New Hope/Loganville areas, and the new Dacula Precinct facility. There are many new fire stations planned, including a new one at Rosebud Rd, east of Snellville, and another in the Hog Mountain area. John heartily supported the expansion of the Gwinnett County Detention Center, important to our growing county.
Clean Water
John is proud if his support of Gwinnett County's ongoing efforts at preserving our precious natural resource: water. To that end, he has supported the expansion of the F. Wayne Hill Water Resources Center, and the ultimate goal of bringing all the peoples Gwinnett off of septic systems.
