The Election's Board solicitor, John Dunn, said the Voter Registration Office used to send advisory letters just prior to each campaign reporting deadline, in addition to the mandatory post-deadline letters informing candidates of violations.

Dunn said officials also could find no evidence that another requirement, publication of a list of candidates who failed to meet the filing requirement, had been followed.County officials consulted with state authorities to make sure they followed proper procedures in addressing the problem now, he added.
