OESD's Assistant Superintendent Andrea Dunn also knew Marsh from the late 1980s when they worked at Bird Street School.
    ...
Marsh was a noon duty playground supervisor then and also did substitute instructional aide work, Dunn said, while Dunn was a teacher and later principal there.
    ...
In the mid 1990s, Dunn transferred as principal to Ophir School and worked with Marsh at the foothill elementary campus.
    ...
Dunn recalled Marsh's strong concern for students and how she became attached to one boy in particular a few years ago.
    ...
Marsh worked with the boy from the second through sixth grades despite opportunities to move to other positions that offered more hours, Dunn said.
    ...
These students have many needs from dealing with feeding tubes to getting manually moved around the classroom, and Dunn found Marsh's patience inspiring, she said.

Marsh also worked extensively with a girl who'd been sent home from school at least 50 times before coming to Ophir, and while Marsh was with her, the child only went home twice the first year and once the second year she attended the school, Dunn said.

"Pat was there everyday, she was dependable and the kids loved her," Dunn said.
    ...
Her poems were intended to bring a smile and a laugh, Dunn said.
    ...
The Butte County SELPA Community Advisory Committee presented Marsh with an award for outstanding service to students in 1999, Dunn said.
    ...
"A lot of people will remember her," Dunn said.

OESD's Facilities Director Andrea Dunn also updated trustees on the progress of the new school which is still in the planning and paperwork stages.

Dunn said the architectural plans recently have been approved by the state's Architect's Office for School Construction, but OESD is still waiting on a letter from California's Department of Toxic Substances certifying the minor pesticide cleanup had been completed.

Since the new school is to be built on a former citrus ranch, a small amount of pesticide residue was detected near an old airplane hanger on the property.

So OESD had the soil in that section removed and transported off site last fall to a facility that takes such dirt.

However, the school district cannot move forward with additional paperwork until Toxic Substances verifies the cleanup occurred, Dunn said.

Additional forms must be filled out and sent to the Department of Education listing how far the school is going to be from airports and major thoroughfares, she said.

Once all the papers are completed, OESD can send the final application into the state and reserve its spot in line for state construction money. But it is going to be a push as metropolitan districts like Los Angeles Unified could grab all of the state bond money before OESD gets it, Dunn and OESD Superintendent Don Remley have said.
    ...
Dunn noted the last Allocation Board agenda she saw had a lot of districts seeking modernization and remodeling funding but not a lot wanting new construction dollars. As a result, it does not look bad now as long as time delays do not keep things on hold for an extended period, she said.
