   Commissioner Mark Dunlop said he could not promise that the proposal would resurface. Nonetheless, he said, "(Walker's) background certainly gives me encouragement that something like the Plaza debacle won't happen again."
   
   Walker lives in San Francisco but works as a community-development officer at the Marin Community Foundation, which awards millions of dollars in grants to affordable housing and community-development projects every year.
   
   She was unanimously elected president at the Dec. 18 commission meeting, having been approved by supervisors the day before.
   
   Walker joins the commission with a rare blend of support from Brown and a Board of Supervisors opposed to Brown's development philosophy.
