Members of state public utilities commissions need to be educated about BPL issues, Tom Dunleavy, a member of the New York State Public Service Commission, told attendees of the United Power Line Council's annual conference here this week.

"Believe it or not, it is not our objective to impose any unnecessary regulations on anyone," Dunleavy told the audience, made up mostly of power company employees. "This is a nascent technology. We're talking about a brand new paradigm on the telecommunications side."

Instead of heavy-handed regulation, state regulators want to encourage the rollout of BPL as an alternative to other broadband services, said Dunleavy and representatives of the Michigan and New Jersey public service commissions.

New York's Dunleavy called for consistent regulations for BPL in addition to a light touch. "In any industry … the policy, whatever it may be, needs to be stable," he said.

Nearly 100 business owners, mostly Latino from the information technology (IT), telecommunications, and technology industry, attended the three-hour breakfast, networking, and panel discussion, which featured an address from US Senator Charles Schumer (D-NY) and legislative participation from New York Councilwoman Gale Brewer, US Congressman Sylvestre Reyes (R-Texas), United States Congressional Information Technology & Telecommunications Committee member, Deputy Commissioner Ron Bergmann, and New York State Public Service Commission Commissioner Thomas Dunleavy.

Dunleavy added that these funds have helped to improve IT services within New York City schools. However, Brewer countered that while it has benefited most schools, there are still underserved schools that need IT implementation and need to actively pursuit the funding from the state. She added that the process for receiving these state-controlled resources is slow.

Longtime South Bronx businessman, Julio Pabon, echoed Luciano and Abreu's community-focused comments by saying that he added an Internet cafe to his memorabilia store so that the kids in his neighborhood could start to go on-line. The new name of his business is the Latino Sports Club House and Internet Hub.
