   Mr. Dunigan graduated from Georgetown University in 1972 (B.A., summa cum laude) ,and received his law degree from the Georgetown University Law Center in 1976. ,,Mr. Dunigan is a member of Phi Beta Kappa. He was a law clerk to The Honorable Plummer M. Shearin, Montgomery County, Maryland Circuit Court, and to ,,,The Honorable Howard F. Corcoran, U.S. District Court for the District of Columbia.
