   Kirsten Dunham, an advocate for the disabled, said Leavitt's proposal failed to take into account that many of the "optional" coverage groups include elderly and disabled people.
   
   "There are two million people with disabilities on Medicaid nationally who are considered optional," she said. A bare-bones benefit package would be inadequate, she said, because, "They would need the prescription drugs and the specialty services and the home- and community-based services."

   Dunham said the analogy didn't work because "Medicaid's not a Cadillac program. It's already a beat-up used car. A lot of people don't have all the services they need." Dunham is a senior policy analyst for Paraquad, a nonprofit agency that helps people with disabilities.
