   Former Police Major William Still served as Interim Police Chief following the resignation of former Police Chief Mark Dunford in the fall of 2003.

   Former Police Chief Mark Dunford resigned citing differences of opinion as to the future structure of the Police Department in reference to a proposal to create a public safety agency thus eliminating the position of police chief and fire chief and replacing it with a civilian administrator to oversee both departments. The Public Safety proposal was dropped in the face of negative public opinion holding to the separation of the Police and Fire Departments as two separate and individual professions. Chief Younginer was raised in Moncks Corner, South Carolina and attended High School at Carlisle Military School in Bamberg, South Carolina, graduating in 1973. He attended Spartanburg Methodist College in Spartanburg, South Carolina graduating with an AA degree in Liberal Arts in 1975. He then attended The Baptist College at Charleston, where he majored in Criminal Justice and was a Cadet with the Reserve Officers Training Corps, (ROTC). He graduated in May of 1977 with a BS in Criminal Justice and was commissioned a Second Lieutenant in the United States Air Force. He was assigned duties with the Air Force Police, his first assignment at Whiteman Air Force Base, Missouri where he was assigned duties as Shift Commander. He was responsible for base law enforcement as well as a nuclear weapons storage area and nuclear launch facilities covering 16,000 square miles. While at Whiteman, he attended Central Missouri State University where he earned a Masters Degree in Criminal Justice. After becoming the Operations Officer at Whiteman, he was transferred to Homestead Air Force Base in Florida as the Operations Officer supervising five operations branches, investigations and emergency response teams.

During the search for the new police chief, the names of all 53 applicants were withheld from the public while just over the bridge in the City of Wilmington, a similar search was conducted with open interviews with Council members and applicant information being released to the media. On Monday, September 27th, the Town of Carolina Beach released background information for newly selected Chief of Police Younginer.
