Diane Dukat, director of information referral at United Way of Greater Stark County, called the situation "scary."
When the HEAP office is open from November through March, no other county agency or charity, including Stark County Jobs and Family Services, Catholic charities or the Salvation Army, will give money to those who need help to pay for heat — or to keep their electricity on — unless they have been seen by HEAP and denied assistance.
"If we (Stark County) don't spend all of our money from HEAP, we won't get that same amount the following year," Dukat explained.
