Kevan Dugan

Kevan Dugan, Spanish Program Instructor Captain Kevan Dugan is a 23 year member of the Pennsylvania State Police. He currentlyserves as Troop Commander of Troop E. He spent 13 years in the Bureau of Emergency and Special Operations as a Lieutenant in charge of the Special Emergency Response Team. He instructs for the National Tactical Officers Association in the area of SWAT Leadership and Decision Making and teaches Spanish classes as an adjunct instructor for the State Police Bureau of Training and Education.
