Kevan J. Dugan, who grew up in Dry Tavern but now lives in Westmoreland County, will now be commanding officer of Troop E in Erie.The troop covers Crawford, Erie, Venango and Warren counties.
Dugan, 45, most recently served as coordinator of the Special Emergency Response Team, Western Region, in the State Police Bureau of Emergency and Special Operations.
Dugan enlisted in the state police in 1982.After he completed training at the State Police Academy in Hershey, he was assigned to Troop A, Greensburg.
As he progressed through the ranks, Dugan also served at Bethlehem and with the Bureau of Drug Law Enforcement.He was promoted to corporal in 1988, sergeant in 1992 and lieutenant in 1995.
Dugan received a bachelor's degree in business from Waynesburg College in 1981 and is a graduate of the FBI National Academy in Quantico, Va.
