"Even though this is just a drill we're trying to give it a real enough feeling that they see where the process goes all the way down the line," Doyle said.

"When we declared that there was a health emergency, we activated our Emergency Operations Center," Doyle said, explaining the EOC is the "nerve center" in such an event.
