Members of the National Organization of Black Law Enforcement Executives (NOBLE) will attend the conference, retired Houston Assistant Police Chief Jimmie Dotson told the Defender.
"NOBLE will be focusing on family, with economic, faith-based, non-profits and anything else that will bring the family together," Dotson said."There's a lack of parental supervision that has caused much violence in our society.And a lot of that comes from the lack of social economic resources."
Dotson spent 24 years with the Houston police force.Prior to serving the city of Houston, Dotson served seven years as police chief in Chattanooga, Tenn.Currently, he is NOBLE's spokesman.
"The gang members are now going into the homes and doing the recruiting while government is sitting back and waiting for the family to tell them what they need," Dotson said.

"What NOBLE is trying to do is come up with strategies on how to reduce handgun fatalities," Dotson said."This is my position and the position of NOBLE: There is no one particular strategy that you can utilize to reduce violence.The position that we are taking is focusing on family.You have to have a strategy to reduce violence period.What we 're looking at is to focus on the family from the standpoint of social issues."
Dotson said NOBLE looks at violence in communities from a "broken window theory."He said if you allow a house with a broken window to stay in a community and not get fixed, it first draws children to play around it and in the house.
