    In addition to building concerns, transportation and parking logistics were addressed by Jennifer Dotson (G-1st Ward), chair of Common Council's planning committee. Currently, students take advantage of free parking around Collegetown. Although details are still being negotiated, Dotson suggested that the implementation of a more comprehensive meter system would discourage students from parking their cars in Collegetown for long periods of time. Such a change would keep parking accessible to errand runners and business patrons.

    Dotson elaborated on a new parking system that would allow for drivers to pay varying parking prices at computerized kiosks installed on every block.

    "What we would ideally do is pick a price [for parking] that would maintain a 15-percent vacancy rate at all times so that you're not circling the block forever to find a space," Dotson said.

    ITHACA - Board of Public Works Vice Chair Jennifer Dotson announced her candidacy for City of Ithaca First Ward alderperson Monday.

    Dotson said the key issues she wants to work on in Common Council include transportation, development, inter-municipal cooperation and the city's water plant decision.

    "We spend a lot of our money on transportation and I'd like to see us move toward spending it more efficiently," Dotson said."Something that's near and dear to my heart is sustainable transportation, which is usually also affordable transportation."

    Dotson has also worked on the Commons Advisory Board, the Sewer Oversight Committee and the Planning Board.

    Both seats in Ithaca's First Ward are up for grabs.Democrat Maria Coles occupies the other seat, and she's seeking re-election.Dotson said she never considered running against Coles.

    Jennifer Dotson, D-1st, was appointed to Common Council Oct. 3 to fill the seat vacated by Shane Seger, who moved to Manhattan in September to work as director of communications for state Assemblyman Daniel O'Donnell, D-69th District.

    Dotson is running to fill the remaining two years of that term.Dotson is also running on both the Democratic and Common Good party lines.

    A musician and coordinator of Ithaca Carshare, Dotson has served on the city's Bicycle/Pedestrian Advisory Council, the Board of Public Works and the wastewater treatment plant oversight committee.She has also served as a liaison to the planning board and the Commons advisory board.

    Some of the issues Dotson named as important in the coming two years are encouraging transportation that reduces traffic and pollution and deciding on the city's water source.

    The First Ward includes the big-box retail on Elmira Road, and the site of the city's proposed 600-unit Southwest neighborhood, so Dotson said she'll necessarily focus on development and on talking with business owners, as well as residents.

    According to Jennifer Dotson, executive director of Ithaca Carshare, the company hopes to provide the car-sharing service, though it has yet to start up, due to stalled negotiations with a national carsharing company.Nevertheless, once it does launch, it does carry a lot of potential for congestion reduction.

    Dotson explained that many people in the community are interested "because it means more efficient transportation, less parking pressure, more affordable ways for people to get around."

    "It provides a whole slew of options for people to basically not have to drive to work," Dotson added.
