In February, 1986, Mr. Donovan accepted an appointment as Assistant Chief of the Bankruptcy Division of the Administrative Office of the United States Courts, a post he held until November, 1988, when he rejoined Teitelbaum, Braverman & Borges, P.C.
During his tenure with the Administrative Office, Mr. Donovan was personally responsible for, inter alia, appointment and removal of all Chapter 7 Panel Trustees nationwide and supervision of audits of all Chapter 13 Trustees nationwide, except in the U.S. Trustee pilot districts.His position as Assistant Chief included supervision of management and financial audits of bankruptcy clerk's offices throughout the country ; drafting and editing of a manual on Chapter 7 and 11 procedures for use in the Bankruptcy Administrator program in North Carolina and Alabama, as well as myriad administrative and legal responsibilities.
He acted as Staff Attorney for the Forms Task Force, which revised all Official, Statistical and suggested bankruptcy forms currently in use by the Courts.He wrote a Bankruptcy Forms Manual containing separate instructions for the bankruptcy clerks and the general public on the use of all bankruptcy forms, including citations to all relevant statutes and rules for each form, which Manual is available in each Bankruptcy Court in the country.
Mr. Donovan teaches a Bankruptcy Clinic at Hofstra University Law School.He formerly taught a course on Bankruptcy Law and Procedure in the Paralegal program at New York Institute of Technology.He is the author of Stopping Serial Bankruptcy Filings, published in the Commercial Law League Bulletin, September 1995, and Equitable Distribution In Bankruptcy Court, an article on matrimonial law issues in bankruptcy proceedings published in the Nassau Lawyer, November, 1993.
He has lectured on bankruptcy law to the Nassau Academy of Law, Long Island Networking Entrepreneurs (LINE), and the Nassau and Suffolk County Bar Associations, as well as giving a bankruptcy law seminar under the auspices of the National Business Institute.While at the Administrative Office, he frequently gave presentations nationally to Bankruptcy Judges, Clerks and attorneys on bankruptcy law, legislation pending before Congress and administrative matters.
Mr. Donovan holds a B.A. from Lawrence University in Appleton, Wisconsin, and a J.D. from the State University of New York at Buffalo School of Law.He is admitted to practice in the courts of the State of New York, the United States District Courts for the Eastern and Southern Districts of New York, and the United States Court of Appeals for the Second Circuit.He is a member of the American Bankruptcy Committee of the Nassau County Bar Association.
