    Alastair Dickie, Crop Marketing Director, presented his final annual review of the Crop Marketing Department, pointing out that in a year's time, Crop Marketing would be fragmented into Market Intelligence, Marketing and Stakeholder Communications. Currently, the activities of the department ranged from those which were farm-orientated to promotion/information and industrial uses. He detailed the personnel in each activity area within the department and outlined their roles. He explained that there had been a number of new recruits to the department over the year and Alastair was impressed with their capability. He commented that the functioning of the department was underpinned with systems and run by processes and although this was one of its strengths, any systems failure made it very fragile.

    Alastair looked ahead to the focus and challenges of the next 18 months, highlighting the following areas for attention:

    Alastair Dickie, the crop marketing director, was speaking on BBC Radio 4's Farming Today after the government's chief scientific advisor warned against rushing into policies promoting the use of biofuels.

    Mr Dickie said: "There hasn't been much biofuel produced so far, so the recent rise in prices is as much to do with the rising population and the need for food for these people as it is for biofuels."

    He also said the production of biofuels will help to reduce greenhouse gas emissions and are not responsible for the rise in global food prices.

    According to a report by Envirolink, the northwest has "excellent" biofuel manufacturing locations near the ports of Liverpool and Birkenhead, and alongside the Manchester Ship Canal.Feedstock sources in the region and chemicals industries that could supply a biodiesel plant are two other reasons why the northwest could be at the forefront of supply.

    Mr Dickie continued: "With the exception of certain extreme situations in the United States, all of the biofuels that are likely to be on offer in the petrol forecourt after April the 15th improve the greenhouse gas emissions compared to fossil fuels."

    Alastair Dickie, has spent the last 30 years as a trader and analyst in the world's commodity markets. His experience includes trading in grains, soyabeans & meals, all vegetable oils (including managing softseed crushing plants, animal feed mills and poultry units), sugar, metals (ferrous & non-ferrous). He is also experienced in international foreign exchange and interest rate futures.

    His experience in different commodity markets covered all aspects of the risks associated with the trading business and he specialised in Market Risk Assessment and the use of Futures and Options, lecturing to commercial audiences in Europe and the Far East.

    He has been, since 1999, the Director of the Crop Marketing department of the HGCA, the statutory body responsible for the cereal and oilseed industries in the UK. His department is responsible for the provision of market information and training, market development of cereals and oilseeds at home and the promotion of exports. British Cereal Exports (BCE) is part of his Department.

    Although the basic support price remains unchanged, the monthly increment has been halved, said Alastair Dickie, director of crop marketing at the Home Grown Cereals Authority.

    "The net effect is that this will reduce the May intervention price by 2.80 euros (£2/t).So, in a big crop year in France, we could see prices fall a bit further than we do at the moment.The incremental cut would also cut import tariffs on Third World grains by about 4 euros /t (£3.40).It's unlikely to have a huge effect, but it does represent a loss of support under Agenda 2000" said Mr Dickie.

    The HGCA believes that most arable farmers will continue to grow combinable crops under the fully decoupled regime in the UK.He predicted that the EU would remain a net exporter of cereals, but said CAP reform could introduce more rotational changes.
