The Special Representative of the United Nations Secretary General in Angola, Issa Diallo, was recently in South Africa while on a tour of African countries intended to relaunch the Angolan peace process. He candidly said that:
(1) Both of the partners to the Lusaka Protocol violate the agreement; UNITA during the day and the MPLA Government at night.
(2) He is being prevented by the MPLA Government from meeting the UNITA leadership. This makes it impossible for him to put the peace process back on track and perform his role as Mediator providing good offices between the two sides. The rationale for his presence in Angola is therefore called into question.
If these statements by the highest United Nations official in our country reflect a concern with re-establishing balance to a process, that was based on a double standard until now, it allows us to raise two pertinent questions:
...
It is the UN Special Representative, Issa Diallo, himself, who laments the fact sanction limit his room for maneuver, since the MPLA Government prohibits him from going to meet the UNITA leadership. This is tied to the absurd UN Security Council resolution that prohibits our leaders from leaving the country. He can't even meet them outside of Angola!
UNITA continues to believe in the need to follow the paths of peace and national reconciliation within the framework stipulated in the Luska Protocol as soon our lives, honor and dignity are safeguarded.
