Since becoming an American citizen in 1995, Diab, 66, has voted three times in U.S. elections and he doesn't want to miss the opportunity to vote in the first free Iraqi election of his lifetime.

Regulations for expatriate Iraqis who want to vote in the upcoming election do not prohibit holding another citizenship but they do require: prior or current Iraqi citizenship; birth to a father of Iraqi nationality; or proof of birth in Iraq.

"It's a lovely experiment," said Diab, an owner of a small computer company.
