William Derbyshire joined ECA following periods working for Frontier Economics and London Economics as a manager in their international utilities teams.He holds bachelors and masters degrees in economics.

William has over ten years' experience as a professional economist advising regulators, utilities and government agencies.He has particular expertise in the institutional and regulatory aspects of utility restructuring and privatisation.He has been involved in the design of regulatory frameworks, advising on institutional structures, drafting legislation and preparing regulatory tools and methodologies, in countries including Thailand, Cambodia, Lesotho, Mozambique, South Africa, Croatia, Poland, Serbia and Turkey.William played a key role in the development of the pioneering multi-sector regulatory agency in Sri Lanka.His experience also includes advising on utility reform, privatisation and pricing issues in South and South-East Asia, Sub-Saharan Africa, Central and Eastern Europe, the Former Soviet Union and the Caribbean.

William Derbyshire (Manager) specialises in utility reform and regulation.He has worked throughout Asia, Eastern and Central Europe and Africa for governments and financing institutions on projects ranging from price reviews in Poland to power sector reform in India.
