Local President Tim Decker said he believes the union is at 60 percent.Of about 10,000 workers, SEIU membership numbers just fewer than 6,000, he said.

Decker said an auditor would review the rate annually to make sure it accurately reflected union costs.
Decker said union dues are calculated based on a worker's wage.They amount to about an hour's pay for each two weeks of work, he said.
Decker conceded he jumped the gun last week when he sent an e-mail declaring victory in the long fight.
"It's not quite a victory yet," he said."The agency fee hasn't taken hold yet, but we hope to work out details soon."
One problem, he said, is that the number of state workers is a shifting target, especially in summer when the ranks of temporary employees swell.They cannot be counted in the total eligible work force.
"We need to have assurance that we're at 60 percent, but the question is 60 percent of what," he said.
