    James DeBord, director of YorkCounts, praised the survey effort and said the results support much of what is already known about problems in the York area.Though the problems can be concentrated in some areas more than others, he said the area needs to work together to stem spreading crime and to improve the quality of education throughout the region.

    YorkCounts is looking at the problem through a wide,angle lens, said James DeBord, director of the organization.YorkCounts is working to improve York County's quality of life on several fronts.

    "It serves no purpose to teach kids how to hold a job if you don't first focus on getting an education and avoiding distraction," he said.

    It's hard to expect better outcomes from many of these kids if they've been subjected to 12 years of broken homes, poverty and other factors that influence a student's ability to concentrate in school, he said.
