    Anthony DeBonis, Jr.

    Born in Gary, Indiana, Mr. DeBonis attended Purdue University where he graduated with distinction in 1972, Phi Beta Kappa, and Syracuse University, where he earned his Master of Arts Degree. Mr. DeBonis received his J.D. Cum Laude from DePaul University College of Law in 1977. Mr. DeBonis is licensed to practice law both in Indiana and Illinois, and is actively engaged in the areas of civil litigation, governmental law and medical-legal matters.

    Mr. DeBonis was named National Trial Lawyer of the Year by the Association of Trial Lawyers of America [TLPJ Foundation]. He has co-authored the Appellate Handbook for Indiana Lawyers, published by Lawyers Cooperative Publishing Company in 1987, including several yearly supplements to that book, and served as contributing editor of the Trial Handbook for Indiana Lawyers. Mr. DeBonis has served on the faculty of Indiana University, the faculty of seminars by the Indiana Continuing Legal Education Forum, as well as several institutes in the fields of health law, hospital law and litigation.

    He is a former director of the Indiana Trial Lawyers Association and former Chairman of the Litigation Section of the Indiana State Bar Association (1992-93). Mr. DeBonis is a Fellow of the Indiana State Bar Association, President of the East Chicago Bar Association, and a former officer and director of the Northwest Indiana Symphony Society, Inc.

    Anthony DeBonis, attorney for the East Chicago Waterway Management District Board of Directors, said at Thursday's meeting that a legal settlement is imminent over the remediation of a former refinery and oil tank farm.

    The approximately 40-acre parcel is located west of Indianapolis Boulevard, south of the canal and immediately north of the MacArthur Park Golf Course.

    The land's most recent tenant, Energy Cooperative Inc., ceased operations of the refinery around 1976 and it was dismantled in 1981. The company has since gone bankrupt.

    The land is the original site of the Sinclair Oil refinery dating back to 1918. Arco assumed the operation in the late 1960s, with ownership passing on to Energy Cooperative Inc.

    A court ruling deemed Arco the responsible party for the land's cleanup and return to a state suitable for recreational uses, DeBonis explained. Both soil and ground water will be removed from the site and treated at a facility adjacent to the CDF established for handling of materials dredged from the canal.

    DeBonis said he will be meeting with Arco officials Monday to discuss final terms of the settlement. He declined to offer a potential dollar amount to be placed in a trust, but said he was hopeful that the settlement would be sufficient to develop a golf course.

    Arco's architects and engineers are willing to work with the city to adapt its remedial plan to the city's specifications, DeBonis said.

    "They have cooperated every step of the way to get these issues resolved," he said.
