    RALEIGH -- For Marjorie B. Debnam and other longtime Southeast Raleigh residents, the spurt of construction scheduled for one undeveloped area is long overdue.

    Until recently, much of the 78 acres stretching south from the corner of Raleigh and Martin Luther King Jr. boulevards was an untouched wooded area.

    But Regency Development Associates Inc. opened a 48-apartment retirement community there this month, the Downtown Housing Improvement Corp. plans to build as many as 68 houses, and the wooded corner will be laid flat soon for a Kroger grocery store and shopping center.

    "We feel like we are helping to remove the stigma that so many developers have had," said Debnam, board chairwoman for A Thousand Opportunities, a nonprofit partner in Regency's Pine Hills project. "We've been told so many times that nobody wants to live in Southeast Raleigh ... but we are going to have some first-class developments in our neighborhood."

    Regency plans to build a second 48-apartment complex for seniors on its 66-acre tract, plus 48 apartments for families.

    On Monday, DHIC will unveil its plans to build 68 houses east of the intersection of Rock Quarry Road and Raleigh Boulevard.
