    Donna DeBlasio, director of The Center for Historic Preservation at Youngstown State University, said there is no rubber stamp as far as what properties are approved for the register and said even after a nomination reaches the state, it still will take months for the process to be completed.

    If approved, the designation would not protect the building from being demolished because it would remain a local- or state-funded effort.However, it would be far more difficult if any federal money was used to work on the building because, by law, the federal government cannot have a hand in harming historical properties.

    ‘‘They could technically tear the building down if it's not a federal undertaking," DeBlasio said.

    Donna DeBlasio, director of The Center for Historic Preservation at Youngstown State University, said it is a fairly common trend for those who opt to do an adaptive reuse of a historic building to choose a use similar to what the original intent of the building was.So in this case, housing district offices in a former school building would fit that model.

    However, she added, renovations could be restricted.For example, DeBlasio said, replacing wooden windows with vinyl could jeopardize the historical integrity of the building.
