Angelo Debiase, 33, owner of ADCO Elevator and Lift Co. of West Babylon, allegedly fleeced at least three customers out of thousands of dollars for machines he never delivered. He was arraigned yesterday on felony grand larceny and fraud charges.
"What kind of person would pick a disabled person to take advantage of?" said Joan Solinto, 60, of Malverne, whose complaint to police that Debiase bilked her out of a $4,500 down payment led to his arrest Thursday night.

Debiase also allegedly swindled Ricki Skolnik for $7,000, the down payment on a $22,000 elevator system he agreed to install a year ago for her mother, Dorothy, 73, who is hobbled by osteoporosis and arthritis.
After dodging Skolnik's calls for months, Debiase went to her Hewlett home in March and began excavating her foundation for the elevator shaft, Nassau Police Detective Sgt.

"He's a wonderful scam artist because he totally fooled me," she said. "You thought he was a really nice guy."
Debiase also was arrested in June for taking a $3,500 check from an elderly, disabled Great Neck couple and then running, cops said.
The 78-year-old man had contracted Debiase in March to install a wheelchair lift for him and his wife.
