Following his 1989 graduation from The University of Texas at Austin, Richard earned a law degree from the University of Tulsa in 1992. While there, he served as Notes and Comments editor for the University of Tulsa Law Journal, from 1991 to 1992, and was a member of the National Mock Trial Team in 1991. He is admitted to practice before the United States Supreme Court, the 5th Circuit Court of Appeals, and the Northern District of Texas.
