   Selectmen Chairman Dino DeBartolomeis said the goal of the measure is to protect the rights of homeowners, and to protect neighborhoods blighted by unhealthy living situations.
   
   DeBartolomeis said the town also has a public health interest in making sure residents don't put themselves at greater risk for disease by living in unsanitary conditions, including a lack of toilets and hot water, and an excess of garbage.
