   Tim Dean, the director of the Texas Wiffle Ball Association, works in the parks department in Cedar Park, and helped get Wiffle ball going in Texas. While playing on the Internet, Dean saw some formalized leagues and began a program in Cedar Park, which hosted the national tournament last month, getting Texas teams to participate for the first time.
   
   "I played a lot as a kid, and as a teen-ager, we built our own field," Dean said.
