Mr. Dean was a prominent lifetime farmer. He was a Sunday school superintendent for 16 years; a member of the Ridgely United Methodist Church; a member of the Caroline County Farm Bureau, where he served as president for five years; a member of the State Farm Bureau, serving three years as vice president; and served on the National Livestock Committee for two years.
Mr. Dean served as president of the PTA of North Caroline High School for one year and as vice president of the Maryland State Congress PTA for two years. He also was president of the Denton Rotary Club, where he was presented with the Paul Harris Fellowship.
He was elected as a Caroline County commissioner, where he served for 12 years, working toward home rule as the government system in Caroline County. He called the first meeting to establish a library in Caroline County. He was chairman of the Bi-racial Committee; was a president of the Caroline County Ditch Association; and served on the Caroline County Draft Board for 16 years.
Mr. Dean was a charter member of the Caroline County Historical Society, where he served as president. He was an area supervisor for ASCS for four years and was responsible for the establishment of the first Parks and Recreation Service in Caroline County.
