   The amount of the payment to Hedrick was based on the difference between his normal salary and the minimum salary for the county's sheriff over the nine-month period, Dean said.
   
   When Hedrick became interim sheriff, his salary as a major was $50,428.98, according to county records. On Jan. 11, his salary increased to $51,437.57 as part of an across-the-board raise of at least 2 percent for county employees resulting from a Piedmont Triad Council of Governments salary study. The county pay plan now sets $70,298 as the minimum pay for sheriff.
   
   Technically, County Manager Robert Hyatt, who was out of the office late this week, had the authority to order the payment to Hedrick on his own, Dean said.
