    As chief of the Regulated Industries Division, Dean supervises a staff of 30 to carry out the Attorney General's mission as the representative of consumer interests in gas, electric, telephone and insurance matters.     Dean began in the Attorney General's Office in 1981 as a staff attorney in utility rate proceedings. He also served as one of the lead attorneys for all 50 states in multi-district litigation concerning crude oil overcharges under 1970s price controls - a case that led to a settlement that distributed about $4 billion in refunds and earned him a National Association of Attorneys General President's Distinguished Service Award.
