   FOSTORIA - A former interim safety service director may be filling the shoes permanently after Mayor John Davoli announced Monday he's found the perfect candidate.
   ...
   "Ironically enough, she actually wrote those," Davoli said of the job descriptions, including that of the public works superintendent, which Healy would now be filling.

   "It's not an easy thing to do, but I know it's the right thing to do," Davoli said of the process.

   The need for a human resources director has become apparent recently, Davoli said, as the city paid more than $60,000 last year in outsourcing consultant fees.
   
   "I think we can get rid of 90 percent of that," Davoli said.

   "We're talking cost savings of $100,000 to hire her," Davoli said."The time was right when I saw all of the exorbitant outside fees."
   
   The addition of public works superintendent to Healy's job description also will save the city money, Davoli said.
   
   Healy has not yet accepted the job, but Davoli said she is excited about the opportunity.
   
   "She's talking to her council members and she will talk with our city council," Davoli said.
