Vicki Davis, animal control officer with the Massillon Police Department, asked council to list the Presa Canario as an exotic animal that's not allowed in the city.The list already included venomous snakes and insects, constrictor snakes, lions, tigers and other large cats, and large animals like rhinoceroses and hippopotamuses.
The Presa Canario breed has gained notoriety during the past year after two of the dogs attacked and killed a woman in a San Francisco apartment building.The dogs' owners are awaiting sentencing on murder and involuntary manslaughter charges.
Davis believes the Presa Canario breed is dangerous and wants it listed as an exotic animal."This is a lethal weapon," she told council.
She doesn't believe the city's vicious dog law is strong enough, which is why she wants Presa Canarios listed as exotic animals.That would ban residents from owning them.

Massillon does have a vicious dog ordinance, similar to the state's, that singles out pit bulls.The law also applies to dogs that have bitten more than once.Owners must have $100,000 in liability insurance, keep their dogs caged and have muzzles when walking the animals.
Akron has a vicious-dog law that includes Presa Canarios, also called Canary Dog and Perro De Presa.Akron's law requires the dogs to wear special collars and muzzles, have an identification number, and be confined in a locked pen.

Davis said she knows Presa Canarios are loyal to their owners.But she also knows the dogs are suspicious of strangers, and said they will pick up on the scent of human adrenaline.
She singled out Presa Canarios because the animals won't stop once they start an attack.Most other dogs will bite and back off, but Presa Canarios take a methodical approach when they attack, Davis said.

Davis believes some Presa Canario owners buy the dog as an alter ego."They've got to have the baddest dog on the block."
She believes the dogs have become more popular because of last year's death in California."They're big money right now."

Vicki Davis thinks the city's vicious dog ordinance is too weak to offer residents any protection against a breed she calls a "lethal weapon."
Davis, like other police officers, is in a position to see the worst behavior imaginable, whether it's canine or human.Council should value her perspective.But council members have a good reason for being uncomfortable about making a decision about a ban: They don't have enough information yet.
Is Davis' view of Presa Canarios the prevailing one?Are they inherently vicious, uncontrollable dogs?Or are untrained dogs the innocent victims of bad owners?Does it really matter, if there's a substantial risk in either case that a dog will do something dangerously unpredictable?

Vicki Davis is lloking to grab some headlines for her self at the cost of peoples freedom.To label the Presa a "Exotic" like a venomous snake or Cougar is assinine, she has to know it would never stand up in a court of law if challenged. Whats even more disturbing is she is using info off of websites to back her arguments with out even really comprehending the content.She is picking and chhosing info.Thanks to the BYB and the Profit breeders and all their BS claims and sales tactics that are now biting us in the ass, and as usual, we are going to have to be the ones that clean up the mess left by others.These are the same people BTW that want to bring UKCPresa about, they really want to increase the popularity of the breed now.I guess they want to cash in. The other disturbing thing is using the working dogs against the breed.The media and the BSL folk will now take any picture of a presa doing bite work as a sign that we are breeding and training human aggressive killing machines.They do not care about how PP training creates control, how it makes a Presa more reliable.

It's very sad that Vicki Davis (a civil servant) would use her position of animal control officer to taint the true character and temperment of the presa canario.Furthermore, her basis of knowledge (headlines of the SF case and information from websites) is absolutely ignornant.As a law enforcement officer in Los Angeles, CA, my run in with aggressive dogs have been limited to dogs guarding crack houses and other shady establishments.This just goes to show you how vital it is for breeders to screen potential buyers and try to make sure their pups get placed in good homes.
