PROGRAM ABSTRACT
As is the case in most states, the Texas Surface Water Quality Standards do not currently contain numerical water quality criteria for nutrients that cause excessive growth of aquatic vegetation.However, the U.S. Environmental Protection Agency (EPA) has recently established extremely stringent national criteria for nutrients, and the EPA is requiring states to adopt numerical nutrient criteria in state water quality standards - with a target date of December 2004.

Jim Davenport was born in Plainview, Texas.
He received a B.A. in Biology from Trinity University, and an M.A. and a Ph.D. in Aquatic Biology from the University of Texas at Austin.Educational background and research interests include aquatic biology, limnology, water quality evaluation and modeling, aquatic chemistry, statistical analysis, mathematical simulation of aquatic systems, environmental management, ecology, physiology, invertebrate biology, and botany.
He initially joined the Texas Department of Water Resources in 1982 as a member of the Water Quality Modeling Team, where he evaluated environmental impacts to Texas streams and reservoirs.
Since 1985, he has been the leader of the Water Quality Standards Team of the Texas Commission on Environmental Quality and predecessor agencies.This group develops and implements water quality standards and goals for the surface waters of Texas, assesses pollutant impacts on aquatic ecosystems, evaluates water quality standards at sites with permitted wastewater discharges, reviews and certifies federal permits for dredge and fill projects, conducts use-attainability analyses for water bodies in Texas, and participates in a variety of water-quality management programs.
