   The Chinese delegation consisted of two SAT officials (Mr Zhang Zhiyong, Director-General of the International Taxation Department, and Mr Wang Daoshu, Director of the Tax Reform Division of the Policy/Legislation Department), and Mr Han Shaochu, Vice President of CITI.

   On the first day, both Mr Zhang Zhiyong and Mr Wang Daoshu gave informative speeches on China's continuing tax reform process following its accession to the WTO. Mr Zhang drew attention to the problem of over-reliance on indirect taxes under the current tax system. He went on to describe the desirability of changing China's current production-type VAT system to a consumption-type one, the necessity of unifying the foreign investment enterprise income tax and domestic enterprise income tax, and the need to improve the individual income tax system.
