   "We knew this was going to be a problem in the future, but it's coming up sooner than we thought," Steven Dantoin, an engineer with the Brown County Highway Department, told the Village Board on Feb. 25.
   
   Now, with the state's project to resurface and expand U.S. 41 slated to begin in 2011, Dantoin said Brown County would look at resurfacing Cardinal Lane from Glendale Avenue to Woodale at the same time and installing a roundabout at the Cardinal-Woodale intersection.
   
   A roundabout would narrow the street, Dantoin said.

   It was scheduled to be completed by Oct. 31, but on Friday, crews took down the barricades and opened the road from Riverside Drive east to the East River, according to Steve Dantoin, project engineer for the Brown County Highway Department.
   
   The 1.27-mile reconstruction began April 4 and involved rebuilding the road, creating two bicycle lanes, sidewalks and a roundabout at Libal Street for a price tag of $2.53 million.
   
   Dantoin reminded drivers that parking on the street is no longer allowed because of the bicycle lanes.
   
   Dantoin said residents have been "a pleasure to work with" and have remained patient during the six-month project.
   
   Traffic signals will be installed at the intersection of Allouez and Webster avenues by Nov. 15. When that happens, northbound and southbound traffic will be reduced to single lanes on Webster Avenue. Otherwise, traffic should remain unrestricted, Dantoin said.

   "It won't be (started) until 2006, but we are doing the preliminary design work for construction to see if (the roundabout) is feasible," said Steve Dantoin, engineer technician with the Brown County Highway Department.
   
   The intersection at Allouez Avenue and Libal Street is currently regulated by a four-way stop. A roundabout would replace the stop signs.
   
   Dantoin said the county and the village of Allouez, which are sharing the costs for the project, looked into the possibility of a traffic signal at Allouez Avenue and Libal Street instead of a roundabout but it would have required too much right-of-way land.
   
   "We would have had to buy out a couple of houses," Dantoin said.
   
   While a roundabout also will require some extra right-of-way land, it won't involve nearly as much as a traffic signal would have, he said.
   
   Dantoin was not able to quote the cost of the roundabout projects individually.

   "With a traffic signal, we would have to put in a left-turn lane," Dantoin said.
   
   The third potential Allouez Avenue roundabout is being researched for the intersection of Allouez Avenue and East River Drive.
   
   "That's up in the air," Dantoin said.
   
   Dantoin said he'd know more details after a March meeting between Allouez and the Brown County Highway Department.
   
   The Allouez Avenue reconstruction isn't slated to begin until the spring of 2006 and will involve new storm sewers, sanitary sewers, water mains, and gas and electric lines.
   
   It also will include a bike lane.
   
   In summer of 2005, the portion of Allouez Avenue between Lime Kiln and Bellevue Street in Bellevue will be renovated. Dantoin said it's possible a roundabout could be installed there, as well.
   
   "Roundabouts are growing in popularity as people are becoming more and more used to them," Dantoin said.
