   Lee Danielson, executive director of the Fergus Falls Economic Improvement Commission, applied for the grant and said the money will benefit the community because when the loan is repaid, money will go into the city's revolving loan fund.
   
   "The primary benefit for the city's revolving loan fund is gap funding ,for businesses]," said Danielson. "When the bank will only loan 60 to 70 percent of what's needed, the business must find the rest themselves."
   
   The revolving loan fund covers the gap.
   
   Businesses qualify for a revolving loan, Danielson said, if they borrow with the intention of creating jobs at an acceptable wage rate agreed to by the business and city, have positive cash flow and collateral to support the loan.
